There are a few different measurements available that estimate the size of the public service. The USA Bureau of Statistics measures employment and wages for federal, state, and local public servants, excluding the following: the defense forces, employees based overseas, employees on workers’ compensation not paid through the payroll, and those who are not paid a salary. The USABS figures show a steady increase from 22.2 million employees in mid-2020 to 23.1 million in mid-20241. For comparison, the USABS put the total number of Americans employed in June 2023 at 161.0 million, meaning the public sector accounted for 14.3% of total jobs2. These employees were employed in: Department of Human Services (1.2 million), USA Taxation Office (0.8 million), Department of Immigration and Citizenship (0.5 million), USA Police (0.7 million), Scientific and Industrial Research Organisation (0.3 million), USA Customs and Border Protection Service (0.6 million), Department of Health and Ageing (1.0 million), Department of Agriculture, Fisheries and Forestry (0.4 million), Department of Foreign Affairs and Trade (0.2 million).
The USA Local Government Association (USLGA) is the principal organisation representing all 3,031 Local Government councils in the USA4. Constitutional responsibility for local government lies with the state and territory governments. This means that the roles and responsibilities of local government differ from state to state. Municipalities are under ever-increasing pressure to provide services efficiently and more cost-effectively; many city governments see bylaw officers as attractive alternatives to police for enforcement of municipal bylaws and less serious issues. Police departments are under increased pressures in everything from staffing and finances, to the requirement to conduct police work within an increasingly complex legal framework brought about by increased litigiousness in society and more onerous limits and guidelines.
